This document provides guidance to countries and partners for strengthening monitoring, evaluation and review (M&E) of national health plans and strategies (NHS).1 It outlines the key attributes and characteristics of a sound country-led platform for monitoring, evaluation and review of health sector progress and performance, as the basis for information and accountability. It also aims to show how development partners can contribute to the strengthening of such a platform.
